Across the public sector, federal, state and local government organisations are dealing with constrained budgets and increasing demands for services.  To ensure that we are delivering on citizen and community outcomes while living within our means, we need to prioritise the use of public finances.

This course aims to equip State Service managers and those with budget responsibility with a better understanding of how to manage public finances. You will learn best practice approaches for managing public finances more efficiently and effectively in order to deliver on your organisation’s objectives.

Learning outcomes

This course will teach you how to:

  • Identify the legislative and financial framework applicable to your organisation and your financial responsibilities.
  • Describe the key principles for managing public finances - integrity, accountability and transparency.
  • Identify how the controls over the economical, efficient and effective management of public finances assist to achieve the key principles.
  • Apply the key principles and controls over decisions about the use of public finances, including procurements and grants.
  • Apply key accounting practices used in budgeting, recording and reporting on public finances, to achieve the key principles.
  • Apply accounting practices to manage your organisation’s operating expenses (OPEX) and capital expenditures (CAPEX) economically, efficiently and effectively.
  • Apply planning practices to better link planning, budgeting and forecasting for public finances.
  • Use your organisation’s internal financial reports to prioritise public finances to achieve your objectives.
  • Apply your newly acquired public financial management skills in your organisation

This course is for State Service employees with a financial delegation or budget responsibility, including managers seeking to refresh their understanding of financial delegations and responsibilities.

Presenter - Kevin Riley (Capital Training)

Kevin rileyKevin has over 30 years’ industry experience in financial management and budgeting, including extensive experience working with state treasury and finance departments, as well as over 20 years’ experience delivering training in finance, strategy and management.  A fellow with both the Institute of Chartered Accountants Australia and New Zealand and CPA Australia, Kevin was also recognised as a National Fellow of the Institute of Public Administration Australia in 2022 for his outstanding contribution to the practice of public administration over his professional career. In addition to this recognition, Kevin is also their national treasurer and an executive council member.
