The Manager Essentials Program (MEP) is an internationally award-winning Tasmanian program designed to enhance the essential capabilities of Tasmanian State Service (TSS) managers.
Developed in Tasmania by the State Service Management Office (Department of Premier and Cabinet) in consultation with Tasmanian government agencies, MEP is a whole-of-government program endorsed by the Head of the State Service and all Heads of Agencies in a commitment to developing managers in the Tasmanian State Service.
Through an integrated learning pathway, MEP provides a cost-effective solution for developing consistent management practices across the State Service. The program equips managers (frontline, middle and senior) with the skills to manage, support and develop people, lead teams and prepare for future management roles.
How it works
Delivered over nine months, the Manager Essentials Program kicks off with a Genos 180-degree Emotional Intelligence assessment. The feedback from this assessment will be provided to each course participant confidentially during an introductory workshop and helps them to understand their management strengths and areas of development, and is used to create a personal development plan.
A second feedback assessment is undertaken at the completion of MEP. The Genos 360-degree feedback assessment and debrief shows the progress that has been made against the development plan over the course of the Manager Essentials Program.

Program overview
The full program consists of:
- Genos 180-degree Emotional Intelligence assessment (Time 1) feedback report that provides course participants with feedback from their direct reports
- Induction workshop (half-day) – introduction and confidential assessment feedback
- Module 1 - Understanding self and developing others: the reflective mindset
- Module 2 - Understanding government and governance
- Module 3 - Managing people
- Module 4 - Creating a positive work environment
- The Genos 360-degree feedback assessment (Time 2) report that provides course participants with feedback from their direct reports and manager
- Debriefing workshop and graduation (half-day) – content recap and assessment feedback.
The program is designed to be completed in full with each module consisting of:
- a Getting Started Guide (pre-course work) containing a series of self-directed learning activities, pre-reading materials, tasks and online information
- a face-to-face workshop
- an On-the-Job Guide containing resources, tools and development options to help embed the learning long term.
Participants will need to commit approximately 2-3 hours per week to the program and will need to determine how much time/effort they will be able to invest in the learning activities and materials before enrolling.
Participants will need the involvement of their direct reports and manager in order to complete the Time 1 and Time 2 diagnostic assessments.
Learning outcomes
Delivered by highly experienced and specialised facilitators, the Manager Essentials Program provides participants with an understanding of:
- self and self-awareness
- the unique context of working in the Tasmanian State Service
- how to better manage/lead, support and develop people, and lead teams
- consistent approaches to creating positive work environments.
Who is eligible?
The program is designed for new or existing State Service supervisors, team leaders and managers who have responsibility for the full range of management functions (people, budgets, program resources). To be eligible for the program, participants must
- be employed by a Tasmanian Government agency*
- lead a team
- be in a Band 4-6, 7 or 8 (or equivalent) role
*please be aware that the program runs over a period of approximately 9 months.
